My case in point is demonstrated when, the Minister of National Defense is reporting on the actions of less than 100 troops and a dozen aircraft to the Canadian public.
In our recent past, this small group would have been directed by 1 Major and 1 Chief Warrant Officer. (even that is a little top heavy)
With too many decision makers, there is too much talk and not enough action.
